These include the 800 MHz emergency radio system, Second Street Corridor, new fire stations, new Juvenile Justice Center, Park and Recreation Center improvements, new Animal Welfare Center, roundabout on College Street, and more. This first budget process has been complicated as we combined the former governments' budgets and accounting systems, worked through reduced revenue, and had to make some very difficult decisions. Though the charter mandates the maximum size of our budget, this one is built on anticipated revenues. As stated above, our budget is smaller than the combined budgets of the old governments, and more importantly, it begins to address the inequality in property taxes between residents of the former city and former unincorporated county. It is my commitment to keep those taxes the same for residents of the former unincorporated portions of the county and to eliminate the former city millage rate in two years. It hasn't been and is not going to be easy … this is something we've never done before, but we will stand up and face the challenges head on.
